Sammaan Capital Limited (formerly Indiabulls Housing Finance Limited) has issued a clarification regarding a news item published on www.moneycontrol.com on December 17, 2025, concerning a fresh FIR filed by the Delhi Police. The company stated that this news pertains to an ongoing Special Leave Petition (SLP) titled Citizens Whistle Blowers Forum Vs Union of India & Ors., for which a detailed brief was previously disclosed on November 19, 2025. According to the company's submission, a court hearing on December 17, 2025, involved affidavits from the CBI and the Economic Offences Wing (EOW) of Delhi Police. The CBI's affidavit indicated that a decision on forming a Special Investigation Team (SIT) could not be reached, and the Enforcement Directorate (ED) had informed the Delhi Police, leading to the registration of an FIR. The EOW of Delhi Police, in its affidavit, stated that the ED had informed them of fraud and criminal conspiracy in quid pro quo transactions between Sameer Gehlaut (erstwhile promoter) and various corporate entities. Based on this, FIR no. 175/25 was registered on December 15, 2025, and is under investigation. The affidavits suggest investigations are focused on Mr. Gehlaut and five corporate groups. Sammaan Capital emphasized that Mr. Sameer Gehlaut ceased to be a promoter in December 2021 and exited the board in March 2022. His de-promoterisation was approved by exchanges in February 2023, and he exited as a shareholder in September 2023. The company asserts it has no relation to Mr. Gehlaut against whom allegations are leveled in the FIR.
