JK Lakshmi Cement Limited (JKLAKSHMI) has received a communication from Assam Mineral Development Corporation Ltd. (AMDCL), a Government of Assam undertaking, regarding the cancellation of the Mine Developer and Operator (MDO) Agreement dated 28th November 2025. This agreement was for the drilling, excavation, transportation, and supply of limestone from AMDCL's New Umrangso Limestone Mines, along with setting up an integrated greenfield manufacturing plant for cement and value-added products. Initially, AMDCL had declared JKLAKSHMI as the "H1 Bidder" for these mining blocks (430ha + 200ha) through a Letter of Intent dated 4th July 2025. However, the Government of Assam has now directed AMDCL to revert these mining blocks to the Government of Assam for a fresh auction process by the Directorate of Geology and Mining (DGM), Assam. Consequently, AMDCL, via a letter dated 5th February 2026, which was received by JKLAKSHMI on 6th February 2026, has cancelled the MDO Agreement. The cancellation notice may lead to a delay in the implementation of the proposed cement project by JKLAKSHMI. The company has stated that it will challenge the cancellation notice before the appropriate authority.
