Ansal Properties and Infrastructure Limited (APIL) is currently undergoing the Corporate Insolvency Resolution Process (CIRP) under the Insolvency and Bankruptcy Code, 2016. The company's affairs are being managed by Shri Navneet Kumar Gupta, the Resolution Professional, who was appointed by the National Company Law Tribunal (NCLT), New Delhi, on February 25, 2025. The sixth meeting of the Committee of Creditors (CoC) for APIL was held on December 30, 2025, from 4:00 PM to approximately 4:50 PM. The meeting, conducted via audio/video conferencing, addressed several key agenda items. Discussions included taking note of the minutes and voting results of the previous CoC meeting held on September 10, 2025. The CoC also noted the handover of a luxury vehicle by a suspended director to the Resolution Professional. Significant deliberations took place regarding legal opinions on condoning delays for claims received after the 90th day from the insolvency commencement date. Further discussions focused on pending construction work, expiry of licenses, layout plans, and the non-availability of Occupancy/Completion Certificates for various projects. The status of transfer and registration of plots/units was also reviewed. The CoC took note of the CIRP Cost audit report. Updates were provided on ongoing non-compliance issues with Haryana RERA, pending proceedings, and regulatory actions related to the company's Haryana projects. The CoC also discussed the waiver of interest or penalties for the transfer or registration of units/plots that have not been handed over due to project delays. A legal update was provided to CoC members and other stakeholders, along with an update on the operational status of the Corporate Debtor as per Regulation 31B of the IBBI (Insolvency Resolution Process for Corporate Persons) Regulations, 2016. Separately, the Resolution Plan for the Serene Residency Group Housing Project in Greater Noida was approved by the NCLT on October 6, 2025. The Fernhill Project in Gurgaon is managed by Shri Jalesh Kumar Grover, Resolution Professional.
